pretty sure I didn't say a BOP is redundant there. I am dispensing with the implied notion that a well can be completely evacuated prior to reacting (....by closing the well with the BOP)
The regs state that do they? Please feel free to share the supporting evidence.
Riddle me this.... prior to drilling, what are the "pressures encountered"?
And if pressures exceed formation strength at casing shoe.... how does a 1mil psi BOP help?
