Everyone is jumping the gun here, lets just slow down and go back.

There have been 2 differing estimations of the amount of power to be generated in the plant.
The first mention is 50 MW, the second being 100 MW.

Now lets have a quick look at the size of the plant and urea output:

The first and initial quantity is around 1 million TPA
The second being up-to 2 million TPA.......
It doesn't take a genius to see that twice the output of urea would naturally mean that twice the power is required, and therefore, the reason behind 2 differing sizes of electricity generation required.
The fact that these units are (or can be) added or piggybacked, allows for the future growth prediction in output.

Simple, no idle 50 MW of power lying around, no need for grid connection..... just increase as required when the time is right.
