I never held the options, I assume there (were) the same amount of ALTO as ALTOA (138M).

If they did that dilution to the effect of 24 to 25%, as ALT currently on issue 559M.

If I were a director (with a bag of fully paids) & know the time line for news releases would it be in my best interest to do that?

I agree that the news should have been conveyed earlier so that people buying options on market were fully informed.
