In other words, the process of mitigating the climate crisis is one of reducing emissions in the wealthy countries where emissions are highest due to higher consumption, whilst simultaneously addressing the necessary alleviation of poverty in poor countries. This amounts to a reducing of global inequity, which just by happy coincidence happens to be one part of what is required to address the crisis. About 1% of the world's population generate as much carbon emissions as the poorest 50%. It's this fact that Edenhofer is referring to.

Conspiracy theorists are basically people who seek confirmation bias everywhere they look, to support a view that's contrarian merely for the sake of being so, and at the expense of facts, and they will distort and partially quote anything and anyone to achieve it. It's an attitude that has the feel of a petulant child about it. Trouble is they fool no one who's familiar with the facts.
