The land is private, and it is owned by 2 large companies that are not dumb enough to let it go at an early stage. But as this is a tailings remediation project, they also technically cannot refuse do cooperate or demand unreasonable conditions - should this project fail, they would be required to remediate the land themselves with their money, not talking about negative PR they both cannot allow as EU is already watching this project closely with the development bank invested. Apart from that, both companies are big enough to finance the factory and they might get involved with FID so I don’t see the situation as dire, but I am the same armchair general as you are, so we need to see the reality to unfold…
