I have no idea if this is a thought worth taking seriously... Is it possible that the slightly odd silence that's prevailed recently is because EMN are involved in some sort of joint funding/offtake discussions with Tesla? Musk has said his battery chemistry is strong on Mn and he needs the stuff.... and he's keen on low env impact resources. EMN is close by and is actually environmentally positive in its effect as it's cleaning up an old site. Tesla have lots of wonga... why would Musk sit around waiting for his factory to be built and only then source Mn? Apart from the risk of someone else getting there first.
There's also the CEZ/VW_Skoda JV on a Czech gigafactory. They too will need Mn.

Both would want to see EMN funded and into production.
