The ann has two components:
It reassures investors the critical components are being built and planned to be shipped. That is positive. They get a permit to build, which imo is waaay overdue - still positive news.
I also delays the DP about a half of the year. That is negative.
The market considered it zero sum, lol. There might be a bump on EIA results which are expected soon, then we are back to waiting mode for more than half a year...
The truly ultimate change in SP can only be expected once the DP produced HPMM...
