What makes you think shorters don't pay tax on gains?
If you are referring to lenders, clearly the short term (<12month) lending of a stock is not a CGT event.
Shorters provide liquidity, hedging ability, portfolio income, allow for options markets, and help prevent bubbles.
Remember, not every short is directly speculating on a fall.
