screwloose - No hope of getting enough shares for a full takeover of TTR with an offer valued at 20 to 25 million dollars. Investors are only picking up small quantities at the current market cap range (ie 11 cents x 219,000,000 today). Major share holders would not look at anything under 30 cents a share I would think (maybe more). They might be able to pick up a further 5 to 10% in the range 11 to 20 cents in the short term.
