Hotazel..I think you are way off with your interpretation of the comment exclusivity agreement...all it simply means is that as a result of the tender the successful company selected will be the preferred supplier/contract/partner and SDL will write up a contract to reflect that the have been selected as the successful tender.....dealings will then commence directly or exclusively with them...this would be a standard arrangement...dont know how else you would negotiate and confirm this type of contract and tender...

Remember we are way beyond the howlong type arrangement..these tender documents will have details of infrastructure solutions/funding etc...and will form part of the contract of works and agreement...which would commence immediately on signing the contract...not just a another hand shake or a Chinese whisper....
