For what its worth I agree with Ram/Street ( re councils )
However , you need a permit for this so you are going to need a structure report .. surely you can just use something similar ????? they will have to have a final inspection ..
Its councils liability if metal flys off and kills some poor guy walking by ..they have to know its okey . They cant just say " she'll be right mate " .
