Of course zero has units. Zero is a number just like any other number and like all numbers is used to denote the quantity of the object being discussed in the units implied or stated.
0% is not the same as $0 or 0 elephants. If a US weather announcer says the temperature in Chicago is zero degrees and an English weather announcer says it is zero degrees in London ( in both cases the fully named unit, degrees Fahrenheit or degrees centigrade is implied by the location of the announcer), they are clearly not saying both cities are at the same temperature.
