Per cent simply refers to an amount per 100 (cent meaning one hundredth). So if a person were to respond with no correct answers in an exam, I see no reason why that could not be described as 0% - ie. no hundredth correct? In the same manner, if points were deducted for incorrect answers, it would be possible to score a negative per cent score.
