I went to do some research and noticed in the article by SMH, that NRW "said the work it was undertaking was greater than it anticipated at the start of the contract''. I'm just guessing here but maybe its taking longer than usual and hence would cost more for NRW to build due to things like labour costs etc? Also, maybe Samsung CT is refusing to pay more than the contracted amount?
