Not only do we have a delayed vote on a placement favorable to KAH (either KAH were vote-shy, or RIO et al sat on it), but apparently we also have discussions between EXT and RIO, AND an 'intimation' that the DFS has been delayed to optimize the project (code for RIO/KAH/Itochu's have been having a gander at it for some time now)..Surprise surprise. The game is on from about the 21st Feb IMHO.
