Because drill crew and test crew aren't the same. It's not the most cost efficient method to hire test crew and put them on standby while the 2nd well is being drilled. Noting that drill duration can be between 10 to 45 days depending on TD and geology. You also don't want STX to pay for testing equipment unless it is a successful well.
