The WA issues are divided into onshore and offshore. WA policy for offshore is 15% reserved for domestic use WA policy for onshore is 100% reserved for domestic use Beach/Mitsui were granted an exemption to the onshore policy for Waitsia which allows them to export. This is unpopular with other onshore operators and rightly seen as discriminatory. Exemptions are considered available but that looks pretty grey at this point. I held the view that STX would gain an exemption because of the downstream contribution to the WA economy of the Haber project. Haber seems to be buried on ice at the bottom of the Esky so that avenue seems closed for the time being. Nobody is duplicating the DBNGP unless it reaches capacity. I am unaligned as far as politics is concerned, my comment on that element is that both sides of politics have failed on policy. I will say that current Federal Resources Minister Madeleine King is as pro-gas as her predecessors Matt Canavan and Keith Pitt are/were pro-coal. Hope at least some of that helps.

Do you know the reasoning behind different rules for onshore v offshore? Are they encouraging more offshore drilling? I've always thought the carrot should be dangled the other way around.
