At least up until the design phase is completed, you just don't produce tonnes of armour grade steel in a few months, don't forget they have to source the steel as well this will most likely come from BSL who has plate rolling facility close to BIS. Now might be a good time to buy as once they get confirmation of the order it will enhance their bottom line significantly, but yes it could be years away.
