Vintage, this is extracted from the minutes of the 12 April 2012 meeting between Stata and NRC:

"BACKGROUND:
On January 4, 2011, Strata submitted its application to the U.S. Nuclear Regulatory Commission (NRC) for an in situ recovery (ISR) project at the Ross site. The NRC staff
initiated the acceptance review on May 2, 2011, and found the application administratively complete and acceptable for technical review on June 28, 2011. Most recently, staff issued a request for additional information on January 25, 2012.

DISCUSSION:
The NRC staff read the opening statement for the meeting and introductions were made by all in attendance. A Strata representative introduced Strata Energy, Inc.’s new CEO. A discussion followed during which Strata’s CEO assured a continuation of efforts to complete this project by maintaining a schedule, using a same team, and effective communications. Strata’s CEO commented on two issues that were important to him following his review of the project:
addressing RAIs and the Section 106 Consultation process...

...Strata indicated that the responses were formatted to contain replacement pages as well as a question and answer to each RAI.

The cultural report was not included in the responses but will be updated as the Section 106 consultation process evolves."

It was administratively complete, which I guess means all the parts were there and that they could commence the technical review whilst awaiting the cultural report.
