As far as I know companies always looking for/creat sudden rise in SP to give shares to sophisticated investors or to raise capital. In october 2010 SP rose to .038C and then acpital raised . In 2009, with lot of coverage by RG in press and anouncements SP hited .068 Cents from .001 Cents and then capital raise. Same thinf happened in case of MEO and CTP recently.
For ROG management (I belive) smart anough to issue shares at some higher price to raise some substantial capital not number of shares.
