"I wish I could use someone's entitlement to participate in the SPP that isn't going to take up the offer. It would be in the best interest of the company if current shareholders could transfer their entitlement. This would increase the chances of the offer being fully subscribed. Pretty sure this is not possible though."

There are ways, you can do a off market trade.
If you can find some one to apply now and sell current shares to you now off market if the day you do the trade has a sell/buy @ 5cents.
