Just re-reading my hastily written and unedited posts - when I wrote fully permitted leases - I meant they have mining leases as opposed to exploration leases. Not that they didn't need to get new veg permits. What that means is that BHP has considered a significant number of issues including in EIS, consultation with all levels of government, Native Title, water supply, infrastructure planning etc.

Basically if Cassini can define a resource that passes the bean counters, then this project could be fast tracked like no other.
