CITY owners of "Toorak Tractors", already facing surging petrol prices, face a massive jump in the cost of residential parking permits.
Owners of four-wheel-drives may pay up to eight times more than owners of small cars for on-street parking permits.
In the first disincentive scheme of its type in Victoria, the City of Yarra is considering a plan that owners of small cars pay $10 a year for on-street parking permits, while owners of large vehicles could be forced to pay up to $80.
Last year North Sydney Council introduced a sliding scale for parking permits that led to owners of four-wheel-drives and V8s paying up to $200 for parking permits.
And in March, Britain introduced an annual £45 ($A112) vehicle tax on so-called "Chelsea tractors", which critics said were clogging London streets.
The City of Yarra's plan is set to become council policy next month.
The Australian 4WD Council dismissed the scheme as a tax grab by Yarra Council.
