With the regulators turning a blind eye, there's nothing to stop indefinite naked shorting of gold on Comex by fraudists that cannot physically deliver the gold. There's nothing to stop indefinite naked shorting of gold to force out the longs.
As has already been written, those wanting physical settlement of their long gold contracts are pressured to accept cash.
Also don't be surprised if Comex regulations are changed so that settling longs with cash is permitted even if the longs want gold.
