YA. What I think happened, is they have cemented the drill pipe that they used to Cement with. Be for you Cement you have to Circulate mud down the hole and up the annular, this cleans out the annular, you then pump the Cement down the drill pipe, and up the annular. It looks to me they displaced to much Cement with mud, this then pushed the Cement up around the drill pipe in the Csg. This is not new, have seen it about ten times in the last thirty years. It comes from lack of experience, can blame it on the drilling crew, but Perth has to take some of it, as you should all ways have some one independent check the numbers before they started the job. But this has not moved the Gas/Oil, it is still in the hole.
