Sugar cane is a C3 pathway grass so it can't handle cold. Europe and the UK used to grow sugar beet for their sugar, I don't know if that is still the case but unless beet is subsidized I suspect they would import most of their sugar now and keep their prime agricultural land for cereal, pulses, oil seed and horticultural purposes.
