    Good questions ... I'd change the order to Q4, Q3, Q1, Q2.

    To your Q2, I am pretty sure the Northern Rivers generally gets enough rainfall and that the region is rarely dry ... the water may possibly be useful SW, W and NW from Casino ... technically, if the water was of suitable quality for farm use it may well be suitable to discharge to coastal rivers w/o detriment ... so perhaps broaden the question to more widespread uses and discharge methods?
