Relevant Gov agency is ASIC, ACCC not involved with Corps Act breaches.
You can ask ASIC to review their decision not to take action, if you can demonstrate they did not follow correct procedure or failed to enforce Corps Act you then go to AAT, from there you go to Federal Court if you disagree with their determination, all this takes time my guess would be 1-2 years so unless you have a water tight case not worth the effort or costs to take it all the way.
The work out scenario is still in progress and no Gov agency would interfere with creditors decisions which comply with insolvency procedure/law
