There's about 250Mt at the higher cut-off grades. To get up to 450Mt resource they have to lower their cut-off substantially, and no body wants to be playing around with these low concentrations; it will be an expensive game.
That's my uneducated guess anyway.
If only HC had a mechanism where company reps. can answer questions once they have shown their interest in a forum. Oh they do.
