cmon man, for majority of this stuff I somewhat agree with you as you are a realist with a neutral view. but you're trying to bend the story a little too much here. Not sure if English is the first language but the comma would imply that drilling and mining lease are on the way. No way he going to write "Has a drilling permit on the way and a mining lease on the way.". Although maybe that's a good idea to clear any confusion
