it looks like to me from the conditions and timing, the AELB have set it up that LYC will not be held up to much... The approved the TOL and added some additional conditions but AELB mentioned that the plant was not complete anyway... Then saying a PDF plan can be submitted up to 10 months with still issuing a TOL
