I sent an email to PXS today and to their credit I received a reply from Alan Robertson within an hour.
In summary the main points were
1) PXS believed there was always a requirement for an oral hearing as Bronchitol is an orphan drug which patients will take for 20 or 30 years, what was uncertain was the timing. 2) They are happy they finally have a date after 14 months wait. 3) Their take is this is more admin not more risk.
