    On the issue of access to enrichment technology for a future South Australian-based
    enrichment industry, there are effectively only two technology options available today:
    second generation gas centrifuge, which provides all of the current global capacity; and third
    generation laser-based technology, of which the SILEX Technology is the only known
    surviving laser enrichment process after decades of attempts by many countries since the
    1970’s [10].
    The SILEX Technology is in the final phase of commercialisation after more than twenty
    years of research and development, both at Silex Systems’ Lucas Heights technology
    facility, and at GLE’s Test Loop demonstration facility in Wilmington, North Carolina in the

    The two methods of uranium enrichment used to date have been the now obsolete Gaseous
    Diffusion (first generation) and Gas Centrifuge (second generation) – which currently
    provides all of today’s enrichment capacity. The third generation laser-based SILEX process
    provides much higher enrichment efficiency compared to these earlier methods, offering
    significantly lower costs, particularly capital costs. GLE and Silex estimate that a SILEX laser
    enrichment plant may cost approximately half as much as a gas centrifuge enrichment plant
    of the same capacity.

    2.3 The SILEX Technology
    The SILEX Technology is a unique laser-based process that has the potential to efficiently
    separate uranium isotopes as well as other various elements. The SILEX Technology has a
    number of potential advantages over other uranium enrichment processes including:

    • Breakthrough in efficiency – most cost effective enrichment method;
    • Smaller footprint than centrifuge and diffusion plants – possibly a quarter of the
    footprint of an equivalent sized centrifuge plant; and
    • Anticipated to have the lowest capital costs of all enrichment technologies.
    Significantly, the SILEX Technology is the only third generation laser-based uranium
    enrichment technology under development in the world, after several major laser enrichment
    programs were conducted around the world and abandoned in the 1970’s to 1990’s.
