WPL can not "withdraw" their offer without all parties agreement and that is not going to happen.

However if it were revealed that there was a confidential side agreement that was not part of the main COP -WPL sale agreement then that would be very interesting.
For a start shows bad faith.
Been suggested of course that that is why COP doesn't want to reset clock. FAR would only be PEing on what is in main agreement.
COP would miss out on any side deal.
At one stage it was suggested that this might be an OOR.
In that case COP would miss out on this being an issue between COP and WPL.
