I am no expert on Nuclear weapons. I am aware that they rely on U235 and PU239 . i believe that the PU239 is important as it is more fissile and I presume helps with the initiation of the reaction.

I am a bit confused though, because the majority of commercial power reactors consume all the PU239 that they produce- in fact the PU239 provides about 1/3 of the total energy. If that is the case , then I would say that Trump would not be relying on commercial reactors for his PU239, instead they would have already made provisions for dedicated reactors where the PU239 is removed instead of being allowed to reacte. Even obama wouldnt be so short sighted as to close such facilities.

Weapons grade P235 is 85% whereas most modern reactors require 3.5-4.5% P235 so i tonne of weapons grade P235 could be reprocessed into 20-25 tonnes of fuel grade. So the release of Highly enriched Uranium from the dismantling of the warheads had significant leverage with regards to its effect on supply . This presumably has now stopped and may have even been reversed- now that leverage potentially is acting in reverse.
