Usually they will have a local affiliate accounting form to do the work for them.
I have used BDO here in Australia for work in China - the local people in Oz have no idea about China all they know is the tax implications of money in/out etc.
BDO use an affiliate in Shanghai to do Chinese work( in Shanghai area ). They would most likely use other affiliates in other regions.
Grant Thornton would probably be the same.
