The lousy translation does not make it clear whether this refers to the internal gov't approval bureaucracy only, or whether it includes the contentious feasibility phase as well as the approval phase.

Perhaps the feasibility was considered a no-brainer, and SDL's claim of IP theft hasn't a leg to stand on.
