No idea if it fits SR's strategy, but if it doesn't, it should. Presently government purse strings (be it India, America, South Korea, whoever) are probably a bit looser when it comes to securing critical minerals than the big auto makers. Auto makers make decision based only on the return it makes, but governments can afford to lose a buck if it is seen as being for a greater strategic / national security purpose.
I'm just speculating of course.
