If you come from Australia you will have this concept of "free trade" but that's only because it benefits a small population like ours - there's no such thing.
The larger economies like the US, EU, Germany, China, India all have quotors or tariffs to protect their industries because they have size and scale
There is no reason why the US or the EU wouldn't subsidise a project like SRL if they believed that it would benefit their economy - that's how they roll
