Well there you go, so I doubt it will involve PEP-11 at all. Furthermore, the PDF located here:

    https://consult.industry.gov.au/energy/gas-fired-recovery-plan/

Says: "The Department of Industry, Science, Energy and Resources is developing the NGIP. As a first step, we are developing an interim NGIP by the first quarter of 2021. It will focus on infrastructure projects that can address emerging southern supply constraints, or deliver other significant benefits to the market in the near term." -Gas-Fired-Recovery-Plan-Consultation-Note(4).pdf

"Near term" are the important key words. If you look at the NSW gas demand, then look at the Newcastle terminal and Port Kembla terminal, they would be able to service all of the demand for NSW.

There are many articles about what the Government are trying to do to stop the East Coast Gas crisis, and PEP-11 is not one of them.

    E.g
"She said NSW had three options, including Narrabri, and import terminals at Newcastle and Port Kembla to import more gas." https://www.theguardian.com/australia-news/2020/jan/31/australian-prime-minister-scott-morrison-strikes-2bn-deal-with-gladys-berejiklian-nsw-to-boost-gas-supply

""Import terminals at Port Kembla and potentially Newcastle in addition to the Narrabri project ... one of those three things will satisfy our arrangements," she said."
    https://www.abc.net.au/news/2020-04-21/controversial-narrabri-gas-project-may-no-longer-be-necessary/12168130

    https://www.copyright link/politics/federal/nsw-will-import-gas-if-narrabri-blocked-berejiklian-20200131-p53wet
    etc etc etc...

So it is pretty clear according to the above evidence I think PEP-11 is not being considered for the Gas Fired Recovery, it is too far away from production and other means of gas supply are already scheduled to fill the gap.
