For what it's worth I am strongly not convinced that it's a real sunset date in the way you suggest. I will not doxx myself so it's hard to explain why, but I will say that that would shock me.
To be clear, yes I can imagine the extension being granted for longer than the company asked for, taking into account the time it took for the decision to be made. This would happen in consultation with the company. I can't imagine otherwise.
I'll pull out the legislation and see what I can see. I'll reply back here if I come up with anything useful.
