That's to provide services to the local population, because they aren't having enough babies to sustain it's needs... Jobs the locals aren't willing to do etc...
But Dex is right... Don't stretch the infrastructure to breaking point and lower the quality of life. Reason to concentrate the population is that it's cheaper for Government because it limits the requirements of extra services and public servants.
