After coming up empty to a reference for the quote or solid arguments rebutting it - it would seem that it is unlikely that Marx said that (and reading the 806 quotes of his on the following site - this one seems modern and out of place) - so it is withdrawn with my apologies
The quote is on just about every quote site - so quoter of quotes beware.
The best simple reference of Marx quotes I could find was https://www.goodreads.com/author/quotes/7084.Karl_Marx?page=27 Frustratingly many of these also not referenced - especially the short ones - but a lot of the quotes on this site are referenced
