It is a scam but not for the reasons cited. Its a scam because it strongly favours the wealthy and promotes intergenerational wealth transfer. Lower paid people have their contributions sucked up by fees and never have spare money to make tax deductible contributions.
Just for the record, Industry superfunds long term return is around 7%, much higher than one can get at the bank.
