In reality this is not negative news as the default position for N. Korea is multiple atomic warheads, and a selection of short, medium and long range missiles. If Kim won't commit to change at the first meeting with the POTUS, it is still mildly positive news, as it is likely that there will be further meeting(s) between them. Kim is smart enough to say I will need to wait for some tangible benefits to materialise. Remember they suffer severe paranoia.
