Not quite correct IMO. Renewables are making a difference - and it's bad for consumers.
Adding renewables forces up the cost of coal fired power - due to decreased load and efficiency.

Coal power is very cheap when used as designed - instead of ramping up and down in response to the vagaries of local weather.

The costs of operating a coal power plant are roughly 50% fuel, and 50% fixed costs (wages, plant, consumables, finance etc).
The fixed costs do not go down when running at low capacity - therefore, the costs per kwh increase.
Hence the strong correlation between increased renewables, and increased electricity costs.

Renewables make coal more expensive. This is how they play their shell game - asserting solar and wind are cheap.
Poor people in poor countries don't have the luxury of believing their nonsense - they can't afford it.
