I think what Hardcash is saying is that starting from 0 to sell fresh salmon and rock lobster instantly has a large market that we can scale to with foreign competitors that can be easily outmatched due to the "pristine" "un-spoilt" image of Australia's vast lands and seas, and our advanced fair governance, and technology.
    While...
Manufacturing is a LOT more difficult to scale out to a large market (which we don't have) when you can buy the same factory floor machinery and setup camp in Vietnam or the Philippines and produce the same product.

Fish and Lobsters - instant market of Billions of people! You can sell direct to export distributors!
manufacturing an oven or refrigerator - small initial market (Australia), Australia is heavily competitive with every brand there is imported! No one overseas is interested in importing Aussie home kitchen white goods without some defining reason.

Germany gets away with it because of the prestige of their manufacturing craft, same with Japan, both with high per capita incomes. Also they have readily large markets domestically to sell to to establish a base for start ups.
