I think your question is cerainly valid.
Gaps dont 'have' to be filled, however the majority .of gaps are filled.
There is no time frame to a gap being filled and it is not unusual for a gap to be filled months if not some.years.later.
i am not beside my computer at the moment but by memory there is a gap at 2.8 cents that hasnt been filled either.
