I received this from the Appeals Convenor last Friday
"A number of appeals were received on this matter and the investigation is in progress. There is no statutory timeframe for appeal investigations however I anticipate the investigation will be concluded in the near future and the Minister for Environment provided with my report for his consideration".
Not much to go on but at least the decision is close.
