Not sure how converting 4mil options (as per last few notices) into shares is going to have a particularly big effect on the share price. But it will certainly help with the companies bank balance.
They expire next month so if they're not converted into shares before then they become worthless.
And where to you get the idea it's management doing it? Unlisted options are often given to contractors as payment for work done.
